Asylums – refuges project
  1. We consider as a reasonable requirement to found asylum places, refuges, for outside freely-living cats, for the purposes of their health condition control and mainly because of the need to castrate at least part of population of stray and feral cats. Refuges will provide regular feeding with quality food (regularly at a certain time), application of anti-parasitic medicaments (disposal of ecto- and mainly endo-parasites), dealing with health problems and castrations of adult animals before returning them to a designated locality or their original territory. Many ethologists will certainly agree, that part of the spread homeless cat population will in the course of time form into a community of animals, which will get used to regular quality feeding and contact with people. In addition to that, at some individuals will appear phenomenon of a recovering relation – cat is in role of a kitten towards man as a parent. Caress (mothers licking of kitten) and feeding are main behaviour elements, that gain confidence and certain dependency on provided care. This would prevent uncontrolled reproduction of stray and undomesticated animals and effectively, ethically and economically ensure health control and welfare for rest of their lives.

  2. Partners for establishing such refuges are physical or juridical person on one side and municipal authority (or local authority) on the other side. Foundation starts with examination in locality of future refuge, with participation of care person (proposer) and representatives of local authority, veterinary office in charge, eventually owner or custodian of building, where refuge is planned to be established. At the conclusion all participants give their opinions to the proposal. A written report is taken and decision is declared. This proceeding provides the intent is legalized, conditions for realisation are specified and consecutively it is agreed, in what extent municipality or other party will or will not participate in financing of the intent – firstly in covering the expenses for castrations, afterwards for disposal of parasites and cats vaccination including rabies. Such agreement (or non-agreement) is concluded on basis of written care person’s request for financial contribution for a particular activity. Expenses for feeding would be most likely covered by care persons themselves.
  3. Document (decision) about establishing a refuge should be presented on municipal office notice board (mainly in small towns, villages) and on places accessible for public in locations, where the refuge will work.
